About the Cylinder Collective
Our Mission
Cylinder Collective, a collaboration of cylinder producers, is focused on creating and supporting residential recycling programs through industry-led efforts. Our mission is to provide stewardship programs that are operationally efficient, convenient, accessible, and free to residential consumers.
Our Goals
Provide a collaborative approach. We aim to work with local waste management leaders to improve collection systems for pressurized gas cylinders, ensure proper recycling, and provide for the safe handling and reuse of residual gasses in states with supporting Extended Producer Responsibility legislation.
Implement an effective product stewardship model. Our program approach includes development of collection sites and arrangements with transporters and processors, and it provides education on end-of-life management of residential gas cylinders.
Ensure accountability. While Cylinder Collective will lead the process, program success must include effective collaboration between both industry and state through monitoring and enforcement.
Provide cost savings. An industry-led program provides support to the government by taking on the operational and financial responsibility of managing these products at end of life, in collaboration with public sector leaders.
Pursue continuous improvement. Cylinder Collective aims to establish convenient and accessible collection points, evaluate our operations for improved efficiencies, and evolve collection targets as we meet our collection goals.

Staff
Meet the staff members of the Cylinder Collective that are developing our recycling program
David Keeling
Executive Director
David Keeling brings over 30 years of association management and recycling industry experience to The Cylinder Collective. He has worked with local, state, regional and national recycling programs to enhance the recycling infracture throughout the country in his numerous positions with the Steel Recycling Institute, a former business unit of American Iron and Steel Institute. He has been an active member of every state recycling organization and member of every US Green Building Council Chapter across the country. He has also served as an officer and board member of numerous state, regional and national recycling organizations including serving as National President and board member of the National Recycling Coalition.
Kim O'Rourke
CT State Program Coordinator
Kim O’Rourke brings a passion for sustainability and public education paired with her over thirty years’ service for Connecticut’s state and local governments. She led sustainable waste management efforts at the City of Middletown, advocated for Extended Producer Responsibility programs and managed them for the City, initiated creative organic collection programs and managed all sorts of materials for recycling and reuse. Kim has received numerous awards, including the Outstanding Municipal Recycler award from the CT Recyclers Coalition, the Environmental Professional Award from the CT River Coastal Conservation District, and the Tom Odell Distinguished Service Award from the Rockfall Foundation. She served as past President of the Connecticut Recyclers Coalition (CRC) and currently serves on the Board of Directors of CRC and RecycleCT.
